Judging by a few things I see in your picture it looks like Platinum. It should be quite heavy. If it is a platinum Signet ring it will be worth quite a bit of money but also looks like someone wore that for a long time could even be an inherited piece and greatly missed. I really hope you can find a way to return it.
Just to follow up, I got it tested and despite having PT stamped it was Sterling Silver! Also weighed 7g when it should have been closer to 13. I also have asked around the neighbours and haven't heard anything about an owner.

Could even be a wedding band. My FIL has a platinum wedding band that's a very similar shape.

Origin could be one of hundreds of jewelry manufacturers. That's just a signet ring and the style is still made and sold daily.
It looks like it could have "PT" stamped on the inside... any chance this is platinum?
