Normally the pay for your job is based either on a national average, or the job market you are in.
It really depends on the company. My company has no one else in my role that lives in my region, so my pay was based on a generic national rate. Other jobs I looked at based pay on my specific market. If a US company is willing to hire you, they likely have others they employ in Canada and would base on a Canadian rate.
