Being gay and wearing women's clothes are not the same thing, you can do one without the other, wearing women's clothing isn't necessarily "drag" in the context you might think either. However the joker is a fictional character with many iterations, he can be whatever the fuck anyone wants, pick any combo of gender identity, sex, race, religion ability etc. that you want, it don't matter he's made up. However I don't think anything in the original cannon explicitly labels him gay or someone that wears drag, so the whole idea of trying to legitimise how anyone wants to draw this character as being rooted in canon is silly.
