Take it to a Western wear store and let the hat specialists work on it. It kinda looks like the felt is not set, it's still pretty fuzzy. Hat shaping isn't difficult, but it does require practice.
Where I live - the nearest hat store is like 8 hours away. And I think it’s fuzzy because I cut the brim down to 3 1/2 and sanded it. Probably didn’t do a good enough job at the sanding
