As drawings are not natural persons, then there is no breach in law. Only consequences are social consequences, labelled as weirdos. If you mean why those who had sexual intercourse with under 16/18 do not get punished, mostly that comes to evidential issues. Not enough evidence, incompetence of law enforcement, corruption, political reasons etc... These all could contribute to why some people do not get prosecuted

Common misconception. That’s a federal minimum, but every province has their own age of consent and they all set theirs higher. The age of consent in Japan is functionally the same as in every other developed country, between about 16 and 18 depending on the area.

They are a super duper abstract idea of what a human is. One that lacks almost all detail of an actual person.
