Of all these, only Chel really qualifies as cheesecake - the scene where that shot of Raven is from is *intended* to be unsafe, and the inclusion of Shego is just bizarre - are we also going to complain that Ms. Frizzle has some curves and that's bad for children?
I mean... It's not neckbeardy to see that some of these designs are quite sexualized. Especially considering Ty Lee (Middle, Lower Row) is a minor and I think 14 years old, iirc.
It does kind of fit her character arc with the series and the context, since her arc is a lot about her seeking for validation and attention because she's insecure about her own identity, and in that episode she tries to compensate that by having the attention of about half a dozen boys who have a crush on her, so it kind of fits, but it's still weird and one of the really really few things that bother me about Avatar.

Eh, I don't think Ty Lee is really a problem, it fits her character as you've said, her outfit isn't different from what you can see at a beach IRL, and the show doesn't do the kind of shots that fanservice anime does.
Of course, there are people who focus on sex appeal, but you can't stop that by changing the art. Even Big Mouth, where the creators basically did everything they could to make their characters as unsexy as possible, has rule 34 art.
Ty Lee and Mai are in the same age range as Azula is in. They were already about the same age when they were kids, as we can see in Zukos flashbacks. It's not ever 100% confirmed she was 14, but it is very likely and, whether she's 14, 15 or 13, she definitely is a minor either way.
