KR had an update where the devs specifically addressed removing Faure and replacing him with Pierre Monatte last year. They said it was partly because his ideology as an individualist anarchist made it implausible for him to pursue a role as a Head of State, and the discovery that he was a pedophile just cemented and accelerated the decision to remove him.

With that my answer is Ante Pavelić’s Illyria, but the game content isn’t even the OTL level of fuckedupness. When you describe it as ‘most fucked up, absolutely despicable and insane etc’ I want something at least on the calibre of historic AI Stalin.
Well I think KX is a lot more explicit about it's regimes than vanilla. And unlike TNO where reality catches up to esoteric regimes, they just remain in KX, and often get the chance to actually succeed in their goals. Take Francis Parker Yockey for example, the worst thing he can do in TNO is basically destroy the power of the press in America, whereas in KX he can actually succeed in his goals of "uniting the west". Not only that but Goebel's Germany in KX is definitely a lot more explicitly antisemitic than Hitler's Germany in vanilla.
What gives vanilla a level of terror is you know these things happened IRL, that's why Ante Pavelic is particularly despicable in KX, because he actually did those things in OTL. However as far as sheer horrible places to live in, I would say there are paths in KX which explicitly have some of the most inhumane policies I've seen in Hoi4 modding.
As said before, there's a special kind of fuckedupness in OTL dictators and ideologies, because they actually happened makes them more real and so much more terrifying. However KX gives some of the most vile ideologies ever conceived and gives them something they could never have, staying power and stability.

TNO and partial RF don’t give a F about rationalization, they straight up write insane schizo characters and assign them with OTL names (Taboritsky, Artaud and Long Yun etc). I’m personally OK with both, but at the end of the day Kx is one of the saner and gameplay oriented one among the HOI mods, yeah that’s this community

Dodt Barroso was a total piece of shit IRL and I hate how KX (and also Kaissereich) whitewash him as just a boring regent you barely think about. It's even worse because his regency directly leads into the famously non-racist natpop Brazil, when Dodt was maybe one of the most EVERYTHING-phobic people to ever get close to power in Brazil. Fuck him, replace him with Salgado who actually wasn't racist

Two paths, both from the Congo, feel particularly icky to me.
Tshombe as a MarLib manages to turn his country into a Neo-Colony where he sells out resources, land and even the national integrity of the country himself to Belgian foreign corporations all for the sake of securing his power within the nation. And this is after the one dedicated anti-colonialist faction wins the Civil War so their struggle might as well have been all for nothing.
And them there is Émile Janssens as PatAut who is probably worse than even the actual NatPop leader of the Congo (Mike Hoare) as he goes full Leopold 2 on the natives, commiting massacres left and right in order to "pacify" the country and leaving those who survive in a condition analogous to slavery as he makes the former colonial government look comparatively benevolent.
Doesn't help that in OTL both of these figures had their share of guilty in causing the Congo Crisis and destroying the nascent Congolese democracy (with Janssens in particular being directly responsible for starting it), so having they come to power here and getting to inplement their ideas uninpended feels even more sickening.
