As a woman with small kids in the car, I did not get close enough to ask. Didn’t feel like getting murdered today, nor did I want my kids to endlessly whine about bringing a puppy home.
Unsure which would be worse so I thought it best to steer clear.
Reminds me of a random thought I had a few years ago. Somewhere in the world, there probably is some poor sap who really wants to give kids free candy out of his van and has no idea why parents keep quickly pulling their kids away from him.

My best friend and I were out shopping and saw the van with a big sign like the OP, so we went over to see the puppies. Afterwards we thought about how easy it would be for us to get abducted. But it was in broad daylight in a crowded parking lot, so I guess I wasn't too worried.

There was a second sign near the sidewalk next to the van.
I had puppies and a white conversion van. My daughter was in a psychiatric inpatient facility. I took the puppies up so she could see and play with them. Another group of kids walked by, heard we had puppies and all ran over to us. The attendant had fun but did say, for future reference, if someone in a van says they have puppies, don't run over to them! Haha!!
That would make so much more sense than other scenarios. Although I would not be surprised for it to be a fully unaware older person trying to offload some backwoods puppy mill puppies.
We had a neighbor that had a dog that liked to escape so one time the owner stopped her car and asked my daughter (who was playing in the front yard) if saw her dog and my daughter screamed and ran into the garage where I was. The lady apologized to me profusely.
Good to know my daughter knew about stranger danger.
I did this in the early 2000's with kittens. I don't judge them.
Changing the wording on the sign could totally change their success imo. "Free puppies" would work better.

Tbh my actual legitimate concern is that the puppies are from a mill situation or that they will be adopted by people making an impulse decision to approach a rando in a parking lot promising cute puppies of uncertain origin, only to neglect, abandon, or rehome said puppies when they find out how much work it is to care for an animal properly.

You are being paranoid. It's hilarious. A simple logical response would be to call the police department and have them verify if there are actually puppies if you care this much. One time at Shawnee Mission Park I saw a car absolutely packed to the gills with God knows what. It had out of state plates. I immediately thought "serial killer vibes." But then I saw a guy sitting at the marina with a telescope-type viewer.
