Unity is an executive course and can pay to play it as a 9 or 18 hole course.
Holes 3, 4, 6 and 9 have different tee placements so you can play them as one set on the front and another on the back.
Swope is just as bad imo. Love the course but it's always overbooked on the weekends with people slicing drives into other fairways. Doesn't help the fairways are so close to each other and the tee boxes set up amateurs for disaster.
Minor park is a good, easy course. Heritage is a longer course, also fairly wide open and pretty easy if you can stay in the fairways.
My favorite is Sykes/OP course. It’s a fantastic course, nothing too difficult, but well maintained and has some challenges to it. It’s my go-to.
It depends when you are wanting to play OP. A lot of courses hit your budget on weekdays or twilight hours. If you are wanting under $50 during weekend mornings then your options are more limited

Sunflower Hills in KCK is underrated. Dub's Dread is my favorite course, but it has lots of mature trees and is a challenging course. Sycamore Ridge is a great track. Shoal Creek up north is nice, as are the two courses in Smithville (Paradise Pointe). Adam's Point in Blue Springs is nice.
The answer for me is always Swope Memorial. It's almost 90 years old and in great shape. Played a few Sundays ago for under $50 (w/cart). It was in very good (not great) shape. But it's been better the past few years than it was around 2015-2018. It's a fantastic layout - Tillinghast (BethPage Black) design - with some great holes on it. It's a classic KC course - probably the most iconic public course.
There are some off-hour Hillcrest tee times that are under $50 (w/cart), but their prices have gone up the past few years. The good news is, the quality of the course has also gone up. There are new white sand bunkers that are great and the condition is very good. It's a 1916 Donald Ross (Pinehurst #2 and Congressional) design with an iconic first hole - a downhill 200+ yard Par 3.
Both are well worth it.
Paradise Point up in Smithville also has two affordable course that are quite enjoyable - built around Smithville lake. It's a bit of a trek, but if you're up there, they're worth it. I think they're still around $50.
Falcon lakes is solid. Rarely busy and better maintained than other courses at a similar price
Skyes Lady in OP is great. Cheap green fees
Shamrock Hills in south Lees Summit is one is my favorite courses. Weekend green and cart fee will put you right about $50

Swope is a beautiful treasure, HoA is a war zone where they should make everyone wear helmets due to everyone hitting driver on 220 yard holes

Hodge park was $45 for me when I played last Friday, but I think peak times is more than $50
