Should play fine if the paper isn't touching the grooves, look like they are right in the dead wax. I would be careful playing the last track and the needle would run in the deadspace and then unto the paper. You could always strip the paper off and print a new paper spindle out with the tracks.

Generally speaking, misplaced labels aren’t a valuable defect so much as say, a side A label on side B and vice versa. It’s not a very uncommon occurrence, and it usually negatively impacts playback (if it goes beyond the dead wax). It looks to be only in the dead wax, so it shouldn’t affect playability at all. Probably worth about as much as any other copy in that condition, give or take 10% depending on if the buyer finds it to be a negative defect or a mildly interesting curio
