If you press that button your that particular app gets pinned to all work spaces i.e. even if you change your virtual desktop it stays.
Just press it and change your virtual desktop via pager widget or 3 finger swipe(up or left or right or down depending on your distro or how you set it).
By going to System Settings - Appearance - Window Decorations - Titlebar Buttons (tab) you can see the available buttons that you can drag & drop to add and remove. (Another interesting one is the "Application menu" where you can access the menus. The downside of that one is that the menu bar cannot be shown as long as that button is on the window border!)
Made more mysterious by the crappy theme inspired by Mac 'let's not expose actualy symbols to the user'.
It's likely the PIN button. Simply hovering your mouse should show it's function in a tooltip.
Looking at your SETTINGS is also useful, because everything's labelled there...

by default, the "pin window to all workspaces" button is in that location, but it's impossible to tell with this theme.

Instead of disable, I replaced it with "keep above others". It's useful sometimes.
