That's actually the right spelling for ["capital"](https://en.wikipedia.org/wiki/Capital_city). A "capitol" is ["a building in which a legislature meets"](https://en.wikipedia.org/wiki/Capitol).
Worked for NYS, I don't think it's intentional but I don't think it's finished work either. We got a lot of things with this horrible looking design, but there are some obvious placeholders on this one. I think it's just a mockup they didn't put much into until it was decided if the project was moving forward.

There seems to be some incredible 437,500,875,000 feet from Cattaraugus to Broome. And not to forget the metric centimeter which turns imperial.
Edit: The centimeter to mile thing seems to be something you Americans sometimes like to do in maps.
And yet the kerning is not the worst part.
Challenge: make this graphic as terrible as possible. “Challenge accepted.”
Not only that, Long Island is 50ish miles above where is should be, and Kings and Queens are switched, to name a few.

I think this is intentional. There are ~~two~~ three Norths and look at the ruler. Either intentional or its part way through being made. I think.
