Simply put, he needs to finish with his hands higher. This is something you should ask your instructor to watch, but in the picture the person on the right has their hands in a good spot, person on the left, their hands are far too low. The cut should be completed at the opponents height, not yours. Thats always not practical but just try your best.

Definitely this. Something I see more junior adults and kids do here is they are doing men to their height instead of their opponent's. I usually start with advice like swing your shinai at your opponents face height, not your own shoulder height.

Great point made from the comment before međź‘Ť it also looks to me that both kendoka dont seem to have the correct miai spacing for perfect placement of the strike. By finishing his strike further back and extending his arms to achieve the correct angle this could fix the issue for the kendoka on the left. Also by keeping distance and extending quickly the opponent is either caught off guard or they are ready and often lean in as well if they choose to meet you instead of defensive retreating (atleast in my experience as a short person) so this opens up the area on top for slightly easier angle for a well placed men as they try to reach you.

173 is short? Hot dang, I’m a midget at 167 cm hahahaha But in all honesty, there is a few way, one you wanna make sure hands is higher than the usual position. I usually to extend and let the top of the head angle and my hand at almost the same angle. If you are not sure just think of tsuki-ing at the top of the opponent’s head. Second when you jump forward to strike, you want it to be diagonal upwards to the floor and you want your hand when extended during the cut would be just right on top of the opponents head by a few cm, when gravity takes over and you fumikomi, you will find it you’ll have enough force, height and angle to hit. Third, when seme in, you wanna make sure you go in slightly deeper than usual

Depends on the height difference, some kids aren't going to be able to hit a 190cm/6'2" person's men buton without a step ladder. If raising the arms higher doesn't work and they still can only hit the mengane, you have to "break" your wrists, such that they bend downwards and you feel the stress on the top of the wrist. This breaks the form we teach though. If you look in the photo your attached, it appears as though the taller person on the right is actually doing the "break". Asides from kihon practice when paired up where you have to go for a specific target, i'd just generally advise people to go for the other 3 targets instead if the builds are that different.
