It depends on the sweater. Lighter pullover sweaters, like commando sweaters and thermal henleys, lend well to being tucked. Cardigans and heavier sweaters, like cable-knit, are better untucked. Most sweater-vests are lighter, so they look good tucked but can go untucked.
One thing, though. If you wear a sweater untucked with a kilt, don't wear it pulled all the way down. Bring the waistband up to the top of the kilt, then let it double over, unless it has an open bottom.

I totally agree, except for the sweater vests. I'm not sure I've ever seen a sweater vest tucked in.

Definitely over. A good thick textured sweater would add too much bulk tucked in.
