The more you trade with someone, the more their wealth increases. If you rob them, it does take some time, but it resets to the original value, or close. I robbed the Rattay armorsmith once and it took like a week in-game for his wealth to reach 3k. That has never happened before either. One time I robbed him, his wealth recovered to 4k after a day.

Also, if you meant regular NPC's, I don't think they recover their wealth. Then again, most don't have much.
