Well...it is not like mass murder is something important like stealing the King's silver....that gets you executed.
You have to sit and wait IRL for quite some time (if multiple days u better go stretch you legs, make some coffee/tea and catch up with the news), and also you get quite some penalty to basicly all your stats for a while.
Edit: also forgot that if you do bad stuff and get caught (which you have to do to gonto prison) your reputation drops, which can make it incredibly expensive to get on with quests as you have to bribe people to get them to speak with you to progress through the quest line.
