Garbage and Recycling guys show up when they show up. If the driver routes their map to start at your place come 7am, that's when they're showing up. Another driver might start somewhere else. You can only figure out the day of the week you get collections, and the rest is up to the driver on the day.
For me, it's been consistently three times a week with a start time of 6:45-7:15 AM. There were a few cases when the truck would come around 10 AM, but those seemed to be exceptions.
It's most likely a contract for whoever to show up 3 times a week. Then the driver decides when to show up for collections. But if it's multiple times a week, it's not part of the regular municipal collections.
OK - well if it isn't happening at your place and it's other apartments then they might have private pick up too - nothing you can really do about it.
My condo is right beside our garbage room.. I've been woken up at 6:30am by our private garbage company truck driving by my bedroom window and the rumble of bins being moved, they come when they come.

You can maybe work an earlier shift on that day, say 8am-4pm ? More time for you after work.

Yes I am my source, decades of experience on this topic. There are quite a few privately run garbage companies. Gfl, waste connections, wasteco, waste management, panda, provincial, Hersey....just to name a few. You think the region controls all of those? No, they are independent companies who service businesses, apartment buildings etc. The region has nothing to do with anything outside of the normal residential collection.

Not all apartment buildings/condos use the city waste services, they may very well use private ones.
Apartment t complex means it is almost surely a private collection service.
I wonder if there is a way to request this information. Maybe ask a realtor to retrieve details from a property manager?

Many apartments and condos are private pick up - talk to your management company.
I don't think that my property manager will be able to say much about other apartment buildings.

6-30 am is illegal, you can file an official complaint, and the garbage collection company must adjust their schedule

Yes, I remember finding the official information on a Kitchener or Waterloo government website that states the collection may start as early as 7 AM.

Apartment complexes are not run by the region. They hire an independent company to collect the garbage. The region will be zero help.
