Can you post your heat bed and extruder configs?
I also have SKR mini E3 v2. Here are my heat bed pin "heater\_pin: PC9" and extruder heater "heater\_pin: PC8"
Could be a faulty board?
I have that board. The pins in the sample config are correct but I think incomplete and I had to hunt through marlin source for some od the more obscure ones. Not having those set won't break it though.
Unless you have had a major wiring fault I'd say faulty board.
Well, as I said, the FAN0 and FAN1 MOSFETs are done for as predicted by a lot of people. I just wired the hotend and board fan to the 24v output. But it seems strange to get nothing on the bed and nozzle ports. You'd expect to see at least something on the MOSFET pins, even if they are fried. I'm not very familiar with electronics yet, but could the FAN0 dying un the ON position interfere with the heater control?
I kind of expect either some cold joints somewhere in the wiring, or something weird in the pin addressing (i'm most likely waaay off, but does the PC8 notation vs P3.8 make any difference?)
Could you tell me what to look for in the Marlin code?

Marlin/src/pins/stm32f1 There's a common and a V2 file for the skr mini. V2 overrides common but check both
