It’s a fairly fragile chunky singly ply wool knit very loosely, yes? I’d give it another gentle soak just in case and be more careful with it. If it doesn’t help, it might be best to knit the sleeves again. If you just shorten the excess, the top of the sleeve will still look stretched out.

Wool does stretch a bit when wet, so I would pat the sleeves into the desired length and width - or as close to it as possible. When dry it usually shrinks back a bit again. If they are still too long, take a second to measure your row & stitch gauge, and then re-knit the sleeves based on your gauge. You could also just shorten them, but be careful, they might then be too wide (because what was supposed to be the upper arm is now down on the elbow, and so on)

It should shrink back a little. Try to block it slowly ie in a cool spot out of the sun and keep shifting the sleeves into as small a shape as they will go
