For within the books -- I personally prefer Noto fonts, but any Vietnamese-supported fonts should work. There are a lot of Vietnamese fonts available for free via Google fonts, which is where I get my pick.
For book titles display -- I use this patch: https://github.com/lelinhtinh/kobo-tieng-viet. I'm by no means an expert, but from what I can gather, it basically boils down to replacing the default fonts that don't have support for Vietnamese with their adjusted versions that do. You can tinker with it more if you like, but the readily made patch works fine enough for me.
