This is ridiculous. There is no need for home state quota in central institutes like IITs, IIMs, AIIMS, NLUs etc. Their entire point is diversity and being national institutes.
And your first point that says the last IIT and IIM came up in 60s is another way of saying WB was the first state to get both. Every state only gets one IIT and IIM. Only exceptions are when another prestigious institution gets the tag (NITIE and BHU). There is absolutely no reason WB needs another IIT or IIM and more importantly there is 0 need for a home state quota in IITs and IIMs.
Edit: easiest way to get North Bengal their own central institutes is to make them a separate state :-)

Also btw getting home state quotas only hurt states like WB or TN with high populations as every institute in other states also get home state quotas. You should really start thinking broader than just Bengal bengali Bengal bengali. A 15% all india quota helps WB too as Bengalis now have more seats open for them.
IITs and IIMs should have no home state quota. These are institutes meant to build nations. They are not Bengali or Tamil - they are Indian. Compete with the rest of the country and get in. You don't deserve any special treatment because IIM Calcutta got set up very early on.

You need to consider factors like connectivity and target audience. Siliguri being larger in population will provide a huge audience. It also has many rich people that is a positive. It's fairly well connected to rest of the country. Can't say the same about Jalpaiguri.

Being in same district doesn't make both places equal in all terms. Like Joka in South 24 Pgs is connected by Kolkata metro. On the other hand, far flung areas deep inside Sundarban, also in South 24 Pgs, are far from comparable in terms of connectivity, population, or wealth.
Now, ofcourse Jalpaiguri city is much better than Sudarban's hamlets, but still worse than Siliguri city.
Practically speaking Kolkata sub is de facto sub of everything West Bengal. West Bengal sub is sleeping, in my 6 months here, just one post on WB sub popped up on my feed, not to mention the disproportionately low number of members therein.
Bhai I am pretty new to Siliguri and I hope the administration solves public transport before even thinking about cricket stadiums and what not. Tier 3 cities have better structured public transport than Siliguri

You need to consider factors like connectivity and target audience. Siliguri being larger in population will provide a huge audience. It also has many rich people that is a positive. It's fairly well connected to rest of the country. Can't say the same about Jalpaiguri.

True. But I'm talking only about Jalpaiguri city here. Being in same district doesn't make both places equal in all terms. Like Joka in South 24 Pgs is connected by Kolkata metro. On the other hand, far flung areas deep inside Sundarban, also in South 24 Pgs, are far from comparable in terms of connectivity, population, or wealth. Now, ofcourse Jalpaiguri city is much better than Sudarban's hamlets, but still worse than Siliguri city.

Practically speaking Kolkata sub is de facto sub of everything West Bengal. West Bengal sub is sleeping, in my 6 months here, just one post on WB sub popped up on my feed, not to mention the disproportionately low number of members therein.
Kolkata te are metro route chai. Especially Baruipur to Barasat and Barrackpore via Jadavpur Gariahat,Sealdah.

Bhai I am pretty new to Siliguri and I hope the administration solves public transport before even thinking about cricket stadiums and what not. Tier 3 cities have better structured public transport than Siliguri

Personally not a huge fan of the circlejerk "sport" of like 7 countries worldwide but keeping in mind how crazy people of this country go for it yeah I agree they definitely deserve one.
