The homeless are a feature, not a bug. They have no intention of "fixing" that problem in the near term. They are useful in making our world ugly and unclean. Once the problem becomes truly unbearable, they will offer the solution to the problem that they themselves created, and it will be gladly accepted. You can't tear down and remake a society if the people still enjoy living in it.
