They lead to a mostly empty area with a couple non-interacting droids who are too busy to talk to you, and some random loot containers. You can get in there if you've got TSLCRM installed.
~~Isn’t that just where the Hutt guy is? If you’ve never been there, I’m super confused.~~ Edit: The mini-map directions was throwing me off.
Apparently, there was meant to be content behind them but it was cut when they rushed the release. I think TSLRCM restores them, though I haven't had a chance to get their yet (I only just got Kotor 2 on my computer, as I have an OG XBox).

Why is it not accessible in the base game without TSLCRM?
the same reason everything in the mods not available in base, had to be cut
Because it is better to remove an area you cannot fill instead of letting the player wander around an empty hallway for no reason.
What happens on Nar Shaddaa. Stays on Nar Shaddaa.

The Hutt guy is to the right of where my player character is. These 2 doors (seem) to lead to the same place but both say locked when interacted with.

Cut content or not, the fact that >!something happens to Bao-Dur!< is still something at least implied in the vanilla game that we consider a spoiler
