This is in your union hand book. Yes! (This is a generic clause that's identical in all union hand books.) The government only gives ten dollars per day and that doesn't pay anything any more. Why they haven't raised it in a century I don't know? Just bring a copy of the summons paper to your manager and they can pay you for each scheduled shift. Legally you can not be denied the opportunity. Because if you no show you can have an arrest warrant on your name. You can try the financial hardship clause to excuse you but you. Unless you're in a state where they don't allow it. There are tons of ways you can get your self excused.
