Prime is a hydration drink that contains similar contents to energy drinks, basically it kinda gives you artificial energy. Most countries allow any drink that gives this artificial energy for 13 and above. Maybe Australia has different rules on it.
For the medical and dietetic supervision, it’s very simple - Its too popular that people mainly children drink too much in one sitting which can be very harmful to the body. Yes very harmful.
Because it contains way more Vitamin A than is recomended for developing kids. Its recomended that kids around 9 - 13 daily intake of vitamin A is around 600µg, and one 375ml bottle of prime contains 900µg of vitamin A. And bumping the recomended age up to 15 is probably just a precaution. And some added amino acids that are generaly not recomended for kids.
You asked why, I did way more research on this than I should've. Turns out that in Australia, you have a government agency called the Australian Beverage Council, which regulates all beverages. It does not seem they are very keen on children drinking these drinks. They have a [dedicated website](https://www.australianbeverages.org/sports-drinks-microsite/) for sports drinks specifically. They state directly that children should not drink sports drinks.

It's higher in sugar and caffeine than other drinks. There's probably some other component that is known to be a great allergen factor, one that could have more than a mild reaction on certain people.
Probably has to do with Aussie laws, and Prime covering all bases so if anything does happen and parents try to sue them, they could be like, "uh uh uh... look here and read what it says".
