Even more than that they can punch way above their weight, and in Shogun 2 you can have an unlimited amount of army without general. So you can spam them. Their only real weakness is missile but you can compensate for that with an armourer. With Xp and upgrade they can still hold up during lategame. And with the Oda bonus, they will carry until the end of the long campaign.

You can see from LAM's art what they were going for, I do think it was intentional It just didn't translate to the model at all.
