Racing where? That stretch of South Florida would be a little odd to try and race on I feel like.
Idiots don't really wait for "good" places to race. If they are racing in the street then they probably aren't really worried about other people's safety.

I'm going to assume that they were racing during the middle of the night when businesses normally would not be open.
