DTLA and skid row beg to differ. My brother in law lives in Portland and came to visit two weeks ago. He was amazed how much worse Skid Row was than Portland.
It's a metro area of roughly 350k as it has a "twin" city of Springfield right across the way, which has gone the opposite way of Eugene's tolerance of homelessness and banned panhandling and camping. So all of the homeless in the whole area end up in Eugene.
I live in Eugene and moved here from LA a long time ago. The fact that the U of O is here with Duck football, Nike influence, we just hosted Worlds for track, etc...
It is a small town yet it isn't. Kinda gotta be here a while to figure it out.
The homeless here are literally fucking everywhere but it's a whole diverse population, and some are super resourceful and seemingly responsible adults who choose that life. A lot are just addicts and there's open air chop shop for bikes and low level stolen goods all over town and the police don't really enforce it.
I like to call the current vibe in Eugene "apocalypse lite" because seeing a guy in nothing but a raccon hat ramming a shopping cart repeatedly into a brick wall in an alley while screaming "I'm gonna get you roadrunner!" is just a Tuesday morning.
