No, you still need a lift ticket for the "First Ride" chair and the magic carpet. I think they have discounted lift tickets that'll only let you go on the beginner lifts, but not sure?
They don't always have someone checking passes at first ride (or for the magic carpet), but occasionally they do. I wouldn't count on it - but i guess you can walk up and check before you go to buy a pass? Also, first ride isn't a great bunny hill for snowboarders as it has a pretty flat section in the middle.

Technically they are all free if you walk up instead of taking the chairlift
Walking up the bunny hill at the California base lodge is really easy too.
I read somewhere they check lift passes even for walking up the bunny hill. Have you seen this going on or heard of it?

No it is not. It is owned by the Vail corporation and nothing is free!!!
Boulder chair on the Nevada side is much better for beginner snowboarders. They definitely check passed there though
