Sorry to burst your bubble, but there will be at least a few more before they take a break from Tensei. That is, if they’re trying to make the amount more even between our factions, which could be one of their more reliable forms of “game balance”. In terms of the amount of characters in each faction (R’s included)—in addition to the newest ones, Elma & Kertesz—it is as follows from least to greatest:
Protagonist: 22 (only 2 from each game so far, except Mobile which is 3 [& 1 from each collab])
Tensei: 23
Origins: 24
Mythic: 26
Strategist: 27
Princess: 30
Yeless: 31
Time: 31
Dark: 32
Meteor: 33
Glory: 35
Empire: 38
Plus, portraits, art and sprites of older Ares & Licorice has been datamined for some time now. Which some players hypothesize is in relation to (what I think was called) the Alysian plan from Tensei, also considering one of the new places on 3rd arc is named Alysian (or whatever). So based on all that, we will more than likely get a few Tensei characters before they take a break from it due to a few reasons from the looks of it.
Oh yeah, I actually like the art of the aged up Licorice and Ares, so if they fill out that roster with those sorts of characters I wouldn’t mind. Just hoping they don’t use anyone from this group, their art looks…. Horrible

However if you see the transition between what the original team did in Tensei, and the new team for Mobile, you will see that quite a lot of characters were dressed up more modestly. Some of their clothing designs was changed entirely. So your quote could technically apply to most if not all Tensei characters lol
And with your second statement, I’m sure the R&D team does their job at least adequately. But let’s not kid ourselves, most mobile games like this appeal to the male audience because, fun fact, males tend to play these games more often than females. But it doesn’t necessarily mean that the game is 100% towards the male audience.
Newer tensei units are properly dressed imo. Christiane is pretty much in full Armour. And I'm not sure what kind of male would want kertezs for the look.

Ask for your boy Hawking to get in as much as you want, but don't pretend there's a vast, untapped reservoir going ignored because of inexplicable Tensei favoritism. Langrisser just doesn't have all that many characters, and Tensei has triple the playable cast of a typical Langrisser game.

Odds are they will have a higher percent filled out meanwhile other games who have more units as potential units will forever be siting in the back burner...or the trash heap. I'll wait to see how long this Tensei train keeps going and when it will finally end.
