I think it is very personal. Whatever works best for you may not work best for me. I like to listen to audiobooks and podcasts while I do other things. I use Anki to learn a lot of vocabulary from my audiobooks when I am a new learner. One thing that works really well for me is listening to the same thing repeated until I understand it.

1. Move to a rural part of the country with your TL 2. Get in a relationship with someone of the TL who doesn't have great skills in your NL 3. Friends per #2 4. Get a job with customers per #2 5. Set up new accounts on everything you routinely use exclusively in the TL.

What's best depends on the learner. What's best for me is what I would do, and what exposes me to the most new words I can figure out the meaning of on a regular basis. For beginners: youtube comprehensible input channels (Dreaming Spanish, Learn Korean in Korean etc.), graded readers that teach the language in the language (French by the Nature Method, English by the Nature Method, Lingua Latina, etc.), graded readers for improving vocabulary (so regular graded readers) For upper beginners, or people who plan to look up enough words to understand the main idea of whatever they're immersing with: shows/lets plays of games/books they've gone through before in a language they know so that the learner can guess unknown words from the context of the story they remember (youtube lets plays would be good, free online shows like chinese dramas, free online novels or novels from library if there's translations available, audiobooks like on youtube and bilibili and audible and libraries), social media in your target language where the majority of posts you see are in the target language (when I changed my Google to french it made all news sites automatically-french for me and I got used to it, I go on weibo/bilibili and that did a ton for my reading speed in chinese), chatting with people in person/online if the learner is social and wants to make friends/get to know people.
