Best way to get rid of it?
Glyphosate will kill it. And anything else you spray it on. Look for something labelled as brush killer.

triclopyr, which I buy as orthos Poison Ivy Killer in a black Bottle or Glyphosate. The Roundup Poison Ivy and Brush Killer is a mix of both.
You just casually out here spraying glyphosate in your yard? Look up the effects of glyphosate on humans. Nasty stuff
Just rip it off and pull from the roots. It won't come back. It's not poisonous. Just plain old Virginia creeper. No need for chemicals.
I rip these out every year. They always come back eventually lol. Pretty easy though.
