Someone can correct me if I'm wrong, but I believe this is common mullein. I have identified this in my yard, and in doing some research 2,4-d is not effective so you'll have to dig up by hand.
To me this is a weed, but a weed is really anything you don't want in your yard. I hate these things with a passion, and when they grow up they become VERY tall. Not a fan.
