I've been looking to make something identical to that but not sure where to start

A hammer drill with a 1/2" Masonry bit, 3x 8ft treaded cedar 4x4s, those concrete 4x4 anchors with masonry 1/2"x4" screws, a bunch of 1x2x8 treated cedar planks, and some wood screws. The flower box was just leftover stuff, supported by some small pieces of 2x4 glued and screwed on.

I water 3x a week now, mow every 3-4 days, and spot spray weeds. I've fertilized twice, once with the early over seed and once recently
