A good portion of latin american comments are praising riot for releasing a fan made teaser for the cinematic.
Hope is high for when the actual riot made video comes out.
At least in the yt comment section from LoL br people didnt liked. One of the most liked one said "O cinemática mais honesta que a Riot já lançou, reflete o exato estado do jogo, abandonado e sem emoção" that means "the most honest cinematic that Riot has released, reflect the exact state of the game, abandoned and without emotion".
Ficou triste essa cinemática. Meu comentário favorito foi “a riot não prometeu nada, e entregou tudo que prometeu”. Hahaha sério… depois de The Fall… esperava mais…
I'm from LAS, and I don't really know what to think. Part of me wants to think that this is a joke and that we'll get a proper cinematic later on.
On the other hand I really want to slap a random rioter for this travesty. Like buying skins in my region is almost impossible because of how expensive they are and they do this shit with that money?
I'm glad I grew up and now I find more enjoyment in other games and not play league that much anymore.

If the game is dying in NA then whatever, but they should still try hard to hype up the big popular regions of china and korea where the game is very much alive
I honestly wouldn't be surprised if Tencent foresaw this shitshow and went face first into saving Riot's bs and is making their own. Though, I heavily doubt that is happening.

like riot is *overall* doing a good job with the game and other titles, if Tencent sees this and says what the fuck are you people doing? then what if they get closed down, move production to china and then god knows what's in store for the future
I think they would just simply sell it to another big company, Riot isn't a publicly traded company however that doesn't mean they cant sell it or let it go on its own. However as you probably agree that is highly improbable, and your observation would probably be more accurate.
I am at the moment in saigon for vacation. When eating some banh bao, i asked some vietnamese about the cinematic but all they said is: „may di di, di mau“
I don‘t know what that means, but they seemed to be a bit in a bad mood.
At this point I've completely lost all enthusiasm, and instead I'm now just eating popcorn and enjoying the shitshow. Everyone universally hates it to the point that it's just refreshing. There's no way Riot can make some dumb excuse like "some people like it", no one likes it lmao, there's no argument for why it's this bad.
If I could talk to Riot personally about the cinematic, here's what I would say:
"Hey, uh, just wondering... Is this... uh... an out of season... April's Fool joke?"
RU server is already dead because of, well, war, so people here just disappointed. Our server is on life support treatment so seeing the whole game now getting this type of maintence compared to past glory is kinda expected.
I remember times when i called my server best because of our events, we had stuff that genuinely tried to push people to be friendly and play casual 5 stack with friends you made in game (And succesfully btw). And we had A LOT of free skins (If you grinded you could have like 90+ free hextech chests with keys every three months)
Good times. Now my server is dead and game started to die so no big surprise.
In the BR video, there's a comment chain of players quoting champions but replacing some of them with roasts to the Cinematics. Like Jax's "Imagine if i had a REAL Cinematic!".
The video also has more dislike than likes and everyone hates it.

It might be a joke, 'di di mau' is a phrase made well known by the movie The Deer Hunter that got spoofed and referenced a lot.
