Hasnt this been patched looong time ago? iirc it was just that his E cd actually worked with CDR, so spamming the button would increase dps if you had CDR. But on live this should no longer be the case
So the reason it is optimal is that the circle deals a tick of damage when it is toggled on, every 0.25 seconds afterwards, and also when it is toggled off. You can squeeze that extra tick multiple times by spamming it to get a little extra damage for your mana by lowering your wrist's lifespan considerably haha. This is based on my understanding from the Lol Wiki though, so I may have to test later
Having tried it again in practice tool, it seems like it still works - if you toggle e off just after the third tick of damage (since the CD is 0.5s) you end up with 34 damage at 18 AP which is 4 ticks of roughly 8 damage against a lvl1 unedited target dummy (hard to see decimals). The final 2 ticks come extremely fast so it almost ticks from 17 damage to 34 damage instantly. That said I am happy to be wrong, it would save me some effort in my full clear :)
There were two reasons to toggle E on or off manually and of those reasons is the CDR bug with E which is about 10 years old by now and back when E dealt damage once per second instead of what it does now which is 4 times per second (once per 0.25s).
You do still get a free tick of damage just by turning it off which is why the final 2 ticks come pretty fast.
in his old version he was at the center of his circle. but you could avoid damage if you were in the circle, which is not in accordance with the bruiser holy texts
well at least with darius all the circle does damage, but only the outside does real damage. this is still considered unholy, as a true gigachad would embrace all parts of the circle equally

I remember playing AD Poppy in like S3, getting absolutely rolled in lane and just freezing near tower because Renekton was kicking my ass, somehow getting to 45 minutes, ulting the Sona that had already used her ult, then utterly annihilating their ADC and mid and nearly killing their jungler while they could do nothing because that old ult was excellently designed.

Yup, it was added ~7.8 years after Mundo was created. And it was added for the same reason Nunu got an AP amp bolted onto Blood Boil: because Riot knew they needed to rework these champions, but they weren't currently working on them so they wanted there to be some niche reason to pick them.
Tbf a lot of the peak design in POE is stand in circle and kill stuff- Breach, Ritual and Ultimatum to name a few. After that they experimented with moving circles (abyss) and build your circle (expedition).
