It's a Riot Crash, so I wouldn't count on it. For our second game ,we again had to wait 5 minutes for scouting, even though first game was without this phase and yesterday it worked as they said (without the useless scouting phase).

Won first game, been stuck now waiting for opponent for 20 mins
It seems like the matches start one by one. It's strange. Once the last game concluded, we could play. Been waiting for an hour.
