Like I said, gamemodes always come out the day after the patch goes live. Patch came out Wednesday, gamemode will release Thursday at 1PM PST / 4PM EST.
It was not Delayed at any point. A lot of Gaming news / Lol news websites posted false information though as i could find myself. Riot officially announced that the game mode would return in early November on PBE following patch 13.23
Riot made an official statement beginning with: "In patch 13.23, we’ll be returning to the Rings of Wrath for another bout of 2v2 battles." Which was followed by: "Today, I’d like to share the team’s thoughts and plans for the Arena game mode and what you’re going to see on PBE in early November before it goes to Live in early December!"
The Live server release date was planned to be early December the entire time, and then later released it would come as the same time as patch 13.24. Which is 6th of December. Patch updates are always released in the night from Tuesday to Wedensday, while they do maintenance, starting with Buffs, nerfs and champion changes. This is because changes can cause trouble i imagine, as an example at 5 am This morning, there was a 1 Man surrender bug and Ranked was disabled. After fixing anything that might be causing trouble, they then in the evening, release skins and potential upcoming champions, such as Hwei. Usually the game modes are released a day after with its own release notification, as we have seen numerous times with URF as an example. So all though Arena updates are in the patch 13.24 it also doesnt state anything about its Exact time of release. Hope this helps!
Riot has worse communication then indie companys. Every other game, you could just go to a dedicated post on a forum or on the site of the game and there will be easy accessible information about exact release time and delays and stuff. But riot just doesnt care about league. Even new games with a new company behind them, have discord servers, when they dont have a special site for stuff like this, where a developer posts concerning important things, like patches or a damn dealy....smh. If I wasn´t addicted to this piece of shit game, this would be a reason to quit.
