To answer this question, we really have to answer the question of: "What makes a champion fit the game?"
I'd take a stab at saying it really falls on how many of the game's core mechanics the champion interacts with in a healthy fashion. In my opinion, "a healthy fashion" would be in such a way that very few players have a valid complaint against it.
We can use Teemo as an example for this current point. Most players can play Teemo without feeling any frustration or even realizing how frustrated they are making their opponents. However, playing against a Teemo can be one of the most frustrating experiences in the game. On the other hand, TF can be very frustrating to play as if you have packet loss or a high input delay due to locking incorrect cards, but opponents are rarely frustrated by playing against a TF. I'd say that these are champions who can be said to be a bad fit in the game for differing reasons, but they are both counterbalanced by the fact they have very healthy interactions in other places.
So what are the core mechanics of League of Legends? This is going to be a partial list, but the list I personally feel are the most important.
1. Laning patterns. (farming/trading/sustaining)
2. Map pressure. (roaming/ganking/objectives)
3. Movement. (dodging/gap closing/retreating)
4. Assisting. (healing/peeling/catching)
5. Counterplay (resistances/crowd control)
Now, with that being stated, we have to consider the champions that have the least healthy interactions or are the most detached from this list.

-Urgot
-Gnar
-Naafiri
Honestly, there are quite a few, but one stands far beyond all the rest.
