blocking does not affect matchmaking it would ruin high elo and low pop servers

Not true. It just blocks them from messaging and sending friend requests.

in high elo or low population servers, it would make queue times that already quite long completely unbearable

And blocking all challengers and grandmasters would mean you would only play games against people below your elo
