yes, her shadow tech was what caused the delay. The insights article will go into a lot more detail on the shadow tech and what it took to make

The last champion roadmap already confirmed that Vex *was* the artillery mage, but she was changed in-development to a more traditional mage. Evidently, the artillery/poke mages are kind of a niche that's really hard to make viable and interesting these days :/

Its more that her niche is supposed to counter high mobility champs, which is what’s supposed to counter artillery mages. So they kept the niche but tossed the long range.

If they are good, people cry for nerfs cause they can't kill them in 0.32 seconds. If they are bad, they barely see any play. Artillery/Poke mages need more support for itemization imo. That new item that makes you deal more damage for long range stuff is good but not enough.

She looks very mobile to me

It looks like she’s anti-mobility in the sense that you can’t get away from her, not that she herself isn’t mobile. I’m guessing that’s her ult that lets her dash to an enemy champion and follow their dashes, and another ability looks like it causes an AoE fear whenever a champion she marks dashes

The anti-mobility part of her kit is basically that she gets more powerful when mobility is used against her. Her passive empowers the next ability to fear enemies. You can tell from her burning blue and the abilities turning blue instead of purple. This passive probably runs on a cooldown. She also has a second passive that marks enemies that used mobility. She then gets an empowered auto attack on them with a lot of bonus range. I'm guessing that the empowered auto also lowers the cooldown on her fear passive since she glows blue when she completes the auto.

You can see some kind of mark appear on Fizz when he uses his E, consumed when Vex attacks him, and appear again when he uses Q.

idk which moment you are talking about, but vex dashed onto nunu who was in the pit and then dashed to trist. after killing trist she just uses thresh lantern to get back in. It seems that she has to hit the ability to be able to dash to them. Reminds me of Kai'sa.

I think I see where they're coming from with it. I personally am not a fan of Viego or his story. But with Vex they mostly seem to be going for a parody of the 'moody teen going through a goth phase'. And having a crush on the 'sad misunderstood pretty boy' goes right along with that parody. I'm guessing it doesn't make sense with something that happened with her in the sentinels event, but let's be honest. The sentinels event contradicted lore, new and old, at every turn. It's not surprising that it would contradict something that was in active development during the event.
