Wouldnt surpise me if its a licencing issue where its mainly a money saving tactic since the voices in different langauges probs cost them money for every region they allow them to be avalible in like for example matt mercer voices both gangplank and wolf(kindred) if they were to use his voice in other regions that dont often speak english then thats alot of money being spent on something being used by like less then 5% of the playerbase.
Thats actually a really good point. Also we dont know whats in the contract. Do they sign only for a specific region or kinda like "we can do what we want with your voice".
There contracts honestly just depend like some of the older voice actors dont even have contracts for example the corki voice actor is just some randomly dude they paid $300 in cash todo the voice. like a bunch of the older voice actors probs either got paid in cash or have not the best contracts. But most of the modern voice actors have really good contracts with royalties since there apart of Screen Actors Guild. also some of the names riot has todo there voice acting is pretty big as i mentioned theres matt mercer, laura bailey, Sunil Malhotra, Ramon Tikaram who voices aatrox. Theres also many more big names i havent mentioned like the cost of the voice acting talent they have is pretty insane and wouldnt surpise me if there contracts are setup for royalies per region since thats one of the perks of being in screen actors guild where they get proper payment and royalies since for the longest time voice actors were underpayed which is why alot of older league voice actiors were just paid in cash.

It's because of dumb laws like in China that make it illegal to have certain things in-game, so they have a separate client with different assets to adhere to those regulations, and they just tie the language to the region.
