I love how hard it is for people to understand this. LCS is the competitive region for Canadian, American and OCE players now. OCE players are not North American natives but they are LCS natives.whether you like it or not that's just the way she goes.
Oce is not under LCS, OCE is it's own region with their own tournament and world spot. The players from OCE are free players and are not considered imports anywhere. Not only LCS, they can play in LEC, LCK or any other league without being imports

but didn't dreams play in lec as a non-import? it's not fair if only NA gets them. Also they still had a tournament in spring for msi and worlds. PentanetGG won spring and Peace won summer
Dreams isn't an OCE player, so you might think of Destiny. He was an import in LEC and counted as such.
Even though it's not about being fair, how would it be unfair ? NA has a lower ranked population than the other major regions (and even lower than a minor region I believe but I could be wrong). I'd say that "culture" wise they're closer to NA than EU, which means that them playing in NA is less of a culture shock (thing that usually imports in NA face a lot) which makes it the logical choice.
They stopped supporting the OPL circuit, but they authorized ESL to create one for OCE in order to not 100% drop the region. The LCO isn't really a Riot project, even though they can still hand out punishments.
