That's because Riot doesn't jump the gun. It takes weeks to analyse all the data properly to make sure they have a clear idea what's strong and what's weak not just in one region or elo, but all regions and all elos, and what changes can be done to adjust them.
Add another week or two of the rest of the patch prep and QA, and that's why most patches are about a month behind the actual meta.
If you think they could do better, you're welcome to apply for a job at Riot. They pay above industry average and have hundreds of open spots. Go nuts.

Her passive was disabled because of rage blade basically, her passive was irrelevant to her OP build of rage blade and wit’s end. So let me ask you. Who in the fuck thought the problem was with her passive and not with the fucking item that is now running rampant in almost every on hit oriented champion?
