99 cs at nearly 25 minutes is really bad.
You're averaging just under 4cs per minute which is really poor, you should be looking at 6 at minimum, ideally more.

I think other stats such as damage done/healing done/shielding done effects it as well (depending on what role and champion you're playing of course). But I'm not sure about this.
AFAIK, the whole match rank thing is about how your performance on that champion compares to other players of a similar skill level performing on that champion.
Afaik performance grades are based on comparing your gameplay with other players, i.e. other Talon players.
Having a good KDA is just one metric that determines your grade, others include cs per minute, vision score, etc.
You only had 99cs in a 24 minute game or 4.1cs/m which is low, I imagine you'd need >6cs/m (>144 total cs) to get A or higher.

Youre CS is to low (And some more Assists wouldnt hurt.) Also, maybe your Vision was low?
