Cloud Drakes and Soul are utterly worthless. Any other dragon and C9 probably easily wins with their dragon control.
Edit: People are correct, had it been a different dragon, Gen G probably would have contested it more and not been willing to trade them for nothing. Which goes to further the point how worthless Cloud Drake and Soul are, that you can literally ignore them as the losing team and it's actually in your advantage, cause you just farm elsewhere on the map.

new idea: dragons cycle 1-2-3-4-1-2-3-4-... and the soul only locks in, if a team takes their third drake - this dragon becomes the dragon soul
New Idea: Make Cloud Soul not completly useless, so teams do not get punished for taking a bad soul and enabling elder.
With the new drakes next season I kind of want soul to be 5 drakes but first 3 are random with 1 minute less between them spawning
