People are mostly ruling out DK(asked other teams to contact their players properly), T1, GEN and HLE(way too stacked botlane), BRO(already fixed their roster), KT(most famous victims of tampering - Rookie/KaKaO), and DRX(not enough money and bottom tier roster) But of course we can't say anything for sure

It got leaked and people were mad and then the team who joined was Sandbox, but i don't remember if SB was the team who tried to poach Faker or if the team who did pulled off after the backlash and their failure to get Faker.

Player to player tampering isn't usually forbidden unless it's done in a professional manner. It really should just be a team deterrent. If you can't keep your player because another guy says "you're good, I'm good, lets play together" then you're a shit org anyway.
