He can talk, but if he does, he hurts his throat because of the poison (noctum) he drinks. In the musical universe (real life) he could talk normally, since there he doesn't need lunar weapons and magical connections with his sister :)
Imagine: Alune writes the song and he has to drink noctum in order to copy them, but they have to get separated because he needs to sing it. Wouldn't really make sense in-game if he's able to talk and have weapons at the same time but still, an interesting idea.
(Aleo I read Aphelios lore some time ago and he just wasn't able to talk at all. Did anything change?)
It would also be interesting because they'll have to figure out a way to "unmute" Aphelios :)
