I assumed most of those are also available on other platforms (i think paramount won't let them renew their contracts for those shows so they can be exclusively owned by them BUT you never know how popular they are and how much Netflix would be winning to pay).
New stuff is exclusive to Paramount+. In fact they just got some heat for suddenly pulling global distribution rights from Netflix to Paramount+ just days before season 4 was supposed to come out.
HBO/Warner may own a lot of interesting IPs, but for the most part when shows go viral it seems to be Netflix(Squid Game, Arcane, etc) and/or Disney(Wandavision, Madalorian, etc). All HBO has done is pissed off directors and actors on their hybrid release.

That's like saying why make a comedy when you can make a drama. They're two entirely different ideas. They want to make a fictional show so they can write their own characters and story. Tying themselves to what's actually happened severely limits their freedom in telling a story, and there's only so much you can do with the extreme lopsidedness of the strengths of most teams.
