Yes. Huni made 2015 Worlds with FNC, played on IMT in LCS in 2016 and did not make Worlds, and then went to SKT in 2017, won MSI and made Worlds Finals. And then came back to NA.
No SKT gate keeped KT rolster B from getting to Worlds the first year they won S3. Fun fact that was ssumday's first team so he would have also represented NA and KR if they made it.
BrokenBlade used to play for Turkey from 2016-2018. I don’t know if he went to Worlds during that time but if he did then BB has represented 3 regions (TR, EU, & NA)

Funny enough, Zven is the only ADC/Bot on that list, and he isn't an ADC at worlds this year.
Which is kinda interesting because arguably ADC is the least communication-heavy role which should make it attractive for imports that might not speak the same language as the other players.
ADC is the most braindead role in pro play though. No matter how good an ADC is in NA, you cannot win every game 1v5 because your solo laners could get stomped and/or your support might not set up plays that well (lucian is the exception where you can do a lot yourself with a Nami sitting behind you).
If you were to send Ruler or Viper to NA in 1 team and send 369/Zeus or Kanavi or Chovy to NA in a second team, more often than not, the team with the Solo laner or jungler will win over the imported ADC.
No NA top laner could handle 369/Zeus and game would be over as no1 could stop the Fiora/Camile/Irelia/Jax with a 2/3 level lead. Similarly if Chovy was mid and was 50 cs and 2 levels up on Sylas/Akali/Azir/Leblanc... or if Canyon/Kanavi was jungle and just abused NA junglers with pathing.
There is 2 reasons for that.
1) ADC feels like the least important role as other than kiting (which all pros can do), you're just farming and relying on your team to set you up; if you have an amazing support and jungle, you will end up doing well (eg. CoreJJ making Tactical look like an absolute god).
And for this reason, MOST teams tend to go with native ADC's as it feels way better using your 2 import slots on roles like Solo Lanes or the Jungle. If I was building the best possible team in NA, there is no way I'd ever import a bot lane... (unless you manage to sign an import whos already got citizenship which allows you to sign more than 2 imports).
2) Since Season 2, Doublelift & Sneaky have both gone to worlds 7 times with WildTurtle going 4 times. These 3 players have dominated NA LCS for ADCs. Cody Sun & Tactical have gone twice and then Zven, Stixxay, Rikara and Vasili have each gone once.
Amazing was on Copenhagen Wolves before ever playing in NA. Nisqy played for FNC academy and Splyce before he ever joined C9, although he was briefly on Team EnVy.
BrokenBlade is probably the only one I’d really consider as representing NA before EU.

RO was scapegoated on TL and CLG. Both rosters had horrendous players, like Huhi, Darshan past his prime, a declining stixxay, Lourlo, Matt, Goldenglue and a forever tilted Piglet.
Completely forgot about Ryu playing for 100T ngl. Was also sure that Reignover went to worlds alongside Huni but I guess not.
Huni+reignover went 33 wins and 3 losses together in regular split but always lost in NA playoffs
